OSQA Appliance is not available from the appliance list

OSQA appliance seems to be missing from the installation list.

Development on OSQA has ceased

According to the TKL 13.0 Announcement, development of the OSQA appliance ceased due to needing a legacy version of Django.

I suspect it was dropped from the list as it's not available based on TKL 13.

There was a problem building the v13.0 OSQA appliance which until the issue is resolved (by a new version of OSQA) the appliance remains blocked (and unable to be built). There is a possibility that this issue has been resolved upstream since it was encountered, but I'm not sure.

FWIW the older v12.1 version is still available.
