New TurnKey MediaWiki version (16.1)

Changes:

• Update to latest upstream stable LTS version - v1.35.1.
• Tidy up old Apache config (was working but included old deprecated directives).
• Update inithook and conf script to set appropriate password (now requires 10 chars).
• Remove redundant extension config script (/usr/local/bin/mwlsext).
• Note: Please refer to turnkey-core's 16.1 changelog for changes common to all appliances. Here we only describe changes specific to this appliance.
