New TurnKey phpBB version (19.0)

Changes:

• Update phpBB to the official 3.3.17 release and verify the source archive against its published SHA-256 checksum.
• Port the installer, Apache configuration, and firstboot password handling to Debian 13/Trixie, PHP 8.4, and MariaDB 11.8.
• Add an HTTPS-only check for the latest stable phpBB release and its official package checksum.
