Multiple installs to EC2, new instance each time, but no web access to administer my phplist available

I can not access my web management portal, webshell or domain http://shuffleitsolutions.tklapp.com/

The PHPlist service has been installed multiple times on a new instance each time and still nothing is working.

In addition to this, should I be able to access the web management at some point, is this where we can administer the application?
