New TurnKey CodeIgniter version (19.0)

Changes:

• Install the pinned CodeIgniter 4.7.4 upstream release.
• Update the application paths and firstboot secret rotation for CodeIgniter 4.7.4 and Debian 13 Trixie.
• Upgrade the base distribution to Debian 13/Trixie.
• See the TurnKey Core 19.0 changelog for changes common to all appliances.
