New TurnKey Elgg version (19.0)

Changes:

• Upgrade Elgg to maintained upstream release 7.0.5 on PHP 8.4.
• Verify the official complete release archive using its upstream-published SHA-256 digest.
• Update MariaDB and Apache configuration for Debian 13/Trixie.
• See the TurnKey Core 19.0 changelog for changes common to all appliances.
