New TurnKey LimeSurvey version (19.0)

Changes:

• Install the supported LimeSurvey 7.0.11 Community Edition complete release and verify the reviewed archive digest.
• Use the supported CLI installer and password reset command with PHP 8.4 and MariaDB 11.8 on Debian 13 Trixie.
• Add focused acceptance for administrator authentication, survey import and editor API visibility, MariaDB persistence and the supervised upstream update channel.
