New TurnKey Mantis version (19.0)

Changes:

• Update to the supported upstream MantisBT 2.28.4 release.
• Verify the upstream release archive with its published SHA-256 digest.
• Support Debian 13/Trixie, including PHP 8.4 and MariaDB 11.8.
• Preserve dynamic deployment URLs and expose the active Mantis configuration at /etc/mantis/config_inc.php.
