New TurnKey Mumble Server version (19.0)

Changes:

• Upgrade the base distribution to Debian 13/Trixie.
• Update Mumble Server to Debian's 1.5 series and PHP to 8.4.
• Follow Debian's renamed Mumble executable and configuration path when setting the first-boot SuperUser password and Ice write secret.
• Keep the plaintext Ice administration endpoint on loopback. Remote administrators can use the encrypted Mumble client or an SSH tunnel.
• Refresh the web control panel and administration documentation.
• See the TurnKey Core 19.0 changelog for changes common to all appliances.
