New TurnKey NGINX PHP FastCGI Server Configuration version (19.0)

Changes:

• Upgrade the base distribution to Debian 13/Trixie.
• Update Nginx, PHP-FPM, MariaDB and Adminer from the Debian Trixie repositories. PHP remains served through the packaged FastCGI configuration.
• Use Debian's mysqltuner package in place of the inherited mutable upstream download.
• See the TurnKey Core 19.0 changelog for changes common to all appliances.
