New TurnKey Yii Framework version (19.0)

Changes:

• Install Yii 2.0.55 from its pinned official advanced-application release.
• Preserve the frontend and backend samples, Yii console, Apache HTTPS, and MariaDB application boundaries on Debian 13 Trixie.
• Add a supervised check for updates on the official Yii 2 release channel.
• See turnkey-core's 19.0 changelog for common platform changes.
