New TurnKey ZoneMinder version (19.0)

Changes:

• Port to Debian 13 (Trixie).
• Install ZoneMinder 1.38.4 from upstream's signed release-1.38 Trixie package channel, superseding Debian's older package to include current stable security fixes.
• Update firstboot credentials, PHP timezone discovery, and the standard apt update check.
• Add v19 acceptance coverage for authenticated monitor management, persistence, services, and management endpoints.
