How did you configure the domain? One of the firstboot questions asks for a domain. That needs to resolve to your appliance IP. If you are just testing on a local vm then you can use the IP address instead (if you can't be bothered with hosts files or DNS etc).
To rerun the inithooks and set this to something else; try:
We haven't made the OVFs yet so you can only use v14.0 from ISO or launched via the Hub. I tested via the Hub but the Hub images are made from the ISOs so should in theory be exactly the same. Are you sure you have the right ISO? It should be called turnkey-prestashop-14.0-jessie-amd64.iso
As I only tested the Hub image I will download and install the ISO to double check. But as I said the Hub images are made from the ISO so if it's there in the Hub image it must be in the ISO...!
PS re-reading your OP I suspect that you have 'core' and not 'prestashop'. That would also explain that you do not have Apache (nor Prestashop) etc...
My iso is different, turnkey-ansible-14.0-jessie-amd64.iso this explains the whole thing, the iso image link was wrong couple of days ago, now it seesm to be the correct one.
That's not good!
PS thanks tons for reporting.
To make it weirder I just tested and it's ok...

/usr/lib/inithooks/bin/prestashop.py does not exist ?

Glad we got it sorted
Good luck with it and let us know how you go if you feel like it. :)
