New TurnKey Rails version (13.0)

Changes:

  • Rails:
    • Latest upstream version of Rails and gems.
    • Replaced ruby-enterprise with stock ruby from Debian [#102].
    • Bugfix: mysql needs to be running when generating controller.
    • Bugfixes for package transitions [#58, #59].
